California is planning to *fully reopen* on June 15. The plan will depend on a sufficient vaccine supply and stable and low numbers of hospitalizations. The mask mandate will remain in place. But the state is now using a lagging measure (hospitalization) as a metric for reopening instead of a timely metric like prevalence or incidence rate to push reopening more aggressively or slow down sooner if needed?
