China has announced a three-child policy to tackle aging population. The initial one child policy was increased to 2 but there wasn't a surge in child birth.

From forcing people not to give birth to begging them to give birth.  Chinese life is perceived to be scripted, but some decisions makes it unscripted and nothing seems to be sure on earth as far as life goes on.

They need future workforce, China is following a detailed plan to remain completely self-sufficient. Population growth equals cheap labour. emphasis on the "detailed plan", they have contingencies in place for almost any scenario, 

All of there policies are based on time based research, they take calculated decisions, they don't just wake up and decide like some countries. There calculated guess is based on well researched methodology.
